Officer fired after releasing K-9 on unarmed man during police chase

The officer who released a K-9 on an unarmed man during a police chase has been fired, officials announced in a Wednesday news release.

"Circleville Police Officer Ryan Speakman’s actions during the review of his canine apprehension of suspect Jadarrius Rose on July 4 show that Officer Speakman did not meet the standards and expectations we hold for our police officers," Circleville police said. "Officer Speakman has been terminated from the department, effective immediately."

Newly released body-worn officer video shows a new perspective of an incident involving the truck driver, the Ohio State Highway Patrol and a Circleville police K-9 officer.

WSYX on Wednesday obtained the new video from the Pickaway County Sheriff's Office that showed the encounter involving Rose and officers from multiple law enforcement agencies.

Officers were pursuing the 23-year-old Rose along U.S. 23 on July 4 after they said he did not stop for an inspection.

He took officials on a more-than-20-mile chase before they used stop sticks to halt his semi.

Rose eventually got out of his truck with his hands up, surrendering to police.

That's when body camera video shows Circleville K-9 officer Ryan Speakman release his K-9 on Rose.

Ohio Gov. Mike DeWine and even the White House have addressed the incident in recent days.

The department's Use Of Force Review Board has been investigating the incident.
